A public library is a place where any member of the public can visit the library during working hours. The library is run from the money received from the public, such as Tax Income. The library is operated by the government.

When you visit a public library, you will find almost all the books made available which can benefit a lot of the children and adult to improve their intellectual knowledge. Unlike school libraries and research libraries, public libraries are somewhat different since they cater to the mass public as a whole including students. Everything is made available for members. The membership in a public library is very low and it is mostly paid annually. Most of the public libraries allow registered members to take home the books or magazines for a temporary period. You can join a public library whenever you wish to spend some quiet time all by yourself reading a book or a magazine.

During the course of 1998, the Massachusetts Board of Library Commissioners (MBLC) established a Committee on School Library Planning that would act in an advisory capacity to provide guidance for the ultimate development of a planning process for school library media centers in the Commonwealth. The need for this effort by school library media centers was established in the agency’s federal Massachusetts Long-Range Plan, 1998-2002 and is a requirement for schools wishing to participate in the Library Services Technology Act (LSTA) Direct Grant funding program.

In the fall of 1998, the Massachusetts Board of Library Commissioners awarded the LSTA grant for a project entitled ‘Consultant for School Library Media Center Planning Project.’ This project has two major objectives:

To provide a workbook for school library media specialists to assist them in the development of a long-range plan that would meet the requirements of the Massachusetts Long-Range Plan, 1998-2002, and

To prepare a training process for regional library staff to use in assisting the schools in the development of a long-range school library media center plan.

To help achieve the first major objective, six Focus Group meetings (one in each Regional Library System area) were held during the fall with school library media specialists, school administrators, and other interested parties. They provided the field input and ultimately validated much of the information gathered from state standards, national standards, and regional guidelines. Participants are listed in the acknowledgements on the previous page. In addition, participants at the state conferences for the Massachusetts School Library Media Association and the Massachusetts Computer Users and Educators were surveyed.
Branches have fewer hours and days of operation. Two branches were eliminated and some key services, such as housebound and outreach services, were suspended, according to the report. The system also made steep reductions in its materials budget. In order to reach its goals in the future, library administrators propose to develop a marketing strategy that includes emphasizing the importance of libraries in the community and creating awareness of its services offered now and in the future. The library hopes to utilize several social media outlets.
